Passenger faces heroin charge following traffic stop

A PASSENGER was charged with possession of heroin following a traffic stop on Scully Road, east of Illinois 47, about 1:35 a.m. Tuesday, Nov. 10.

Joseph Phillips, 28, Dwight, was charged with possession of a controlled substance. He was taken to the county jail for a court appearance.

Deputy Kenneth Unland reported he saw a Cavalier on Scully Road, and the driver did not dim his headlights. He also noted the car was on a dirt portion of Scully Road and there is no outlet.

While talking to the driver, Deputy Unland reported Phillips appeared nervous. Track marks were visible on his left arm, Deputy Unland reported.

The driver, who was from Pontiac, gave the deputy permission to search the car.

When Phillips got out of the car, Deputy Unland said an orange syringe cap was left on the seat.

A foil packet of suspected heroin was found in Phillips’ pocket.

Nothing was found in the car and the driver was not charged.
