Channahon trustees approve budget that shows surplus
No village positions cut in highly critiqued budget
CHANNAHON — There were a few measures on Monday’s agenda that Channahon village trustees unanimously approved, but this coming fiscal year’s budget and the village’s contribution to the Canal Corridor Association were not among them.
The board did approve the 2012-2013 budget, which contains $5.27 million in revenues, $5.22 million in expenses, and new reserves of $1.16 million. It’s the first budget in three years with a surplus, said village Finance Director Bob Guess.
Expenses next year include some road work and annual road maintenance. Revenue from tap-on fees are only expected from five new homes.
The budget might have been the most reviewed in the village’s history, with each trustee going over every line item and a special citizens’ budget committee reviewing and offering suggestions. Expenses were cut by about $1 million dollars from the current year, Guess said.
Seven village positions were eliminated this year, but none are scheduled for cutting in the budget approved Monday.
The budget reductions were not enough for Trustee Judie Nash, however, who voted against the budget saying after the meeting that she had pushed for even more cuts.
Trustee Jerry Papesh said if things continue to go well with this year’s finances, the board should look at cutting the new telecommunications’ tax toward the end of the year.
The board Monday also approved allocating $5,000 to the Canal Corridor Association for new interpretive signs.
Several other municipalities and counties have been asked to contribute, as well, in amounts that correspond to the length of the stretches of the I & M Canal in their areas. Trustee Debbie Militello voted against the contribution, saying she thought for what Channahon received from it, the donation was too much.
She would have been happier with contributing half that amount, she said.
Channahon residents also have a new garbage contract with Waste Management beginning in May that is similar in terms to their current one. Village staff initially tried to interest trustees in a new contract that would be a more expensive “take all” situation, where no extra stickers would be needed, but trustees chose to go with a less-costly system where extra refuse and yard waste would cost $1.50 per sticker.
Also different will be the receptacles. The 64-gallon containers will be the standard now, as opposed to the 35-gallon ones that are currently the standard. Residents have until May 15 to request container changes. Waste Management will send postcards to every resident, and they can change their requests online with the company or the village.
Monthly residential costs for service will begin at $12.94 for 35-gallon carts; $14.47 for 64-gallon carts; and $15.92 for 96-gallon carts, plus an additional 95 cents for village fees per residence. Seniors will receive $1.50 discounts.
Prices will increase by around 50 cents per year under the eight-year contract. According to Mike Morley of Waste Management, the cart upgrade process will begin in June.
In other business, the village board:
• Reappointed Fred Heinize and David Hartke to the Channahon Tree Board.
• Reappointed Phil Loizon and Casey McCollom to the Planning and Zoning Commission Board.
• Honored Trustee Debbie Militello’s request to meet a Planning and Zoning Commission Board nominee before voting on him.
• Proclaimed April 27 as Arbor Day in Channahon.
• Approved the official village zoning map.
