City must follow procedure when addressing neglected lawns on foreclosed properties

With the increase in foreclosed homes in recent years, normally well-kept neighborhoods are seeing more and more neglected lawns and frustrated neighbors.

Jay Heap's office sits next to one of these houses with an overgrown yard on Jefferson Street. He goes as far as having his landscaper mow the portions closest to his property, and sometimes even the front lawn to stop the weeds from spreading to his property.

"Otherwise rodents and everything else will end up coming," said Heap.
