States begin giving driver’s licenses to young immigrants

Texas, too, will issue licenses, although at first it looked like it would not. It is second only to California as the home of the most applicants for deferred action. Gov. Rick Perry is a border hawk who nonetheless defended granting in-state tuition for illegal immigrants in his presidential campaign.

Perry sent a letter to all state agencies in August reminding state workers that the federal program “confer(s) absolutely no legal status whatsoever to any alien who qualifies for the federal ‘deferred action’ designation.” But a few days later, the Texas Department of Public Safety confirmed that those immigrants would, indeed, be eligible for licenses.
