Missouri teen who was handcuffed will stay with foster family
(MCT) — KANSAS CITY, Mo. — A Clay County, Mo., judge will allow a 17-year-old boy who was found handcuffed to a basement pole earlier this week to remain with a foster family.
Police found the mentally challenged teen on top of several blankets Monday inside the basement of his Kansas City, North, residence. He was kept there for some time and given very little food, police said.
