City of Morris to get HR administrator

MORRIS – Daria Lynes has been a city of Morris employee for nearly 43 years, currently serving as the deputy treasurer. But this year, Lynes will take on new responsibility as the city’s first human resource administrator. 

During the most recent City Council meeting, the council discussed creating the HR position, with an annual compensation of a $6,000 stipend.

For several years, Lynes has already performed many of the city’s HR duties. She is expected to be appointed to the position at this week’s council meeting by Mayor Richard Kopczick. Thursday’s meeting is the first of the new fiscal year.

“I’ve been handling all of the employee insurance and a lot of other HR-related things,” Lynes said Monday. “I’ve had different, miscellaneous duties over the years and this was always part of it.”

The decision to create the position was prompted by discussion about the upcoming wage schedule for all city employees.

When compiling this fiscal year’s wage schedule, budget officers John Enger and Carol Adair recommended Lynes and three other city employees receive larger raises than usual, which was approved by council.

Lynes specifically was recommended because of the added HR duties she has performed on top of her regular duties as deputy treasurer.

“With wage schedules, there were four personnel that [Enger and Adair] looked at increasing because of their workloads, one of which was Daria,” Kopczick said Monday during a finance committee meeting. “[Daria] has always been here well beyond her 4:30 p.m. close and has had a tremendous amount of responsibility.”

As the human resources administrator, Lynes will be given recommending power but will not be responsible for hiring and firing, Kopczick said. That power will remain with the finance committee and City Council.

“Daria takes care of all of the paperwork that has to be filed when starting or leaving a job and all of the personal records for employees,” Kopczick said.

The city’s finance committee approved the official ordinance creating the position and providing a job description. The ordinance is set to go before the council Thursday.

“The position was included in this year’s budget, but it was never officially created by City Council,” Kopczick said. “This ordinance will officially create that position.”
